The Minnesota Sex Offender Program (MSOP) has been widely criticized  for inconsistent management and clinical treatment. But legislators, clinicians and others have begun to focus on MSOP’s practices as they relate to juveniles who are referred to the program—and end up with a virtual “life sentence” with little examination of the possibilities for rehabilitation.
