Detroit Mayor Dave Bing announced a cost-saving restructuring plan for the police department he said would save the city $1 million a year and the appointment of two assistant chiefs, reports the Detroit News. Retired Deputy Chief Janice Butler will return as assistant chief of administration, and Deputy Chief Paul Welles will serve as assistant chief of patrol and investigation. Bing said the restructuring of top management and plans for police academy classes early next year will help put more officers on the streets.

The city's Police Commission is working with two agencies to select police chief candidates. Bing said a chief could be selected within three months. The search is funded by outside sources, Bing said. The search and changes come after Chief Ralph Godbee retired in a sex scandal and Detroit Police internal affairs launched a probe into unrelated allegations that supervisors failed to act when a lieutenant reported that officers might be working for a sex club that illegally sold alcohol two blocks from Central District headquarters.
