The Stop Snitching Phenomenon: Breaking the Code of Silence

05.17.09snitchA new report by the US Department of Justice's Office of Community Oriented Policing Services and the Police Executive Research Forum examines how the "stop snitching" phenomenon has intimidated witnesses, stymied investigations and prosecutions and eroded trust between the police and community members around the country.

The 64-page report profiles cities that have created programs to counter the code of silence, which 86 percent of surveyed law enforcement agencies said existed in their communities.
