As it has for decades, the 2010 Census counts inmates as if they lived permanently in the counties where they are incarcerated, instead of in their home districts. "Prisoners of the Census," a new map and data set by the Prison Policy Initiative shows how this practice affects funding in all 50 states. The project also describes legislative efforts to change the way the Census counts prisoners in New York and Texas, and offers solutions to help local governments change how they use the 2010 data.
